DEFINITION
Under the supervision of
the Fire Chief, plans, organizes, directs, and administers all operations
of the fire department assigned to him/her by the Fire Chief within the
authority delegated.
EXAMPLES of DUTIES
Develops and coordinates
plans for departmental training;
Attends training programs
oriented to the duties of a training officer;
Oversees and provides for
departmental training at all levels to ensure safe and effective operations.
Develops and coordinates
hazard communication & exposure control plans for the department;
Attends training programs
oriented to the duties of a safety officer;
Oversees, monitors and access
the safety hazards and unsafe conditions that may occur and develop measures
for ensuring personal safety.
DESIRABLE KNOWLEDGE and
SKILLS
Thorough knowledge of modern
firefighting methods and techniques and ability to apply this knowledge
to various fire control and fire prevention problems;
Thorough knowledge of the
use and operation of a wide variety of firefighting equipment and apparatus.
Must possess a high school
diploma or equivalent;
Minimum of three (3) years
of extensive experience in firefighting work of a progressively responsible
nature.
Must have and maintain a
valid PA drivers license;
Required to attend certification
classes and seminars outside of the immediate area
Ability to supervise subordinates,
maintain discipline, and cooperate with other officers and employees;
Ability to communicate verbally
and in writing to superiors in the form of presentations, reports;
Assist in preparation of
a master plan for future department operations;
Ability to complete written
reports of fires, emergencies, and inspections;
Must complete a minimum
of twenty (20) hours of training per year;
ESSENTIAL FUNCTIONS
NFPA 1403-1521 standard
can be used as a reference for development of this position. This position
is implemented to manage the safety of all personnel and to relieve
the Incident Command of direct involvement in this responsibility;
The Chief for Safety and
Training also keeps the I.C. informed of present problems and potential
hazards. He should not only identify problems but offer solutions to minimize
the risks. The I.C. will use the information provided by the Chief for
Safety and Training during development of the incident action plan;
The Chief for Safety and
Training has the authority to bypass the chain of command when it is necessary
to correct unsafe acts immediately, such as removing personnel from areas
of imminent danger. The I.C. must always be informed of these corrective
actions immediately if the scope of the personnel removed compromises their
assignment, otherwise within one (1) hour of bypassing the chain of command;
The Chief for Safety and
Training must have knowledge of fire behavior and building construction.
DESIRABLE KNOWLEDGE and
SKILLS
Completion of Essentials
of Firefighting, RIT, Safety Officer Training, Fire Officer training, Incident
Command, Hazardous Materials First Responder, CPR, Basic 1st Aid &
AED Certified or equivalent training or education for aforementioned requirements.
Thorough knowledge of modern

Thorough knowledge of the

REQUIRED EDUCATION, TRAINING,
and EXPERIENCE
Must possess a high school
diploma or equivalent;
Minimum of three (3) years
of extensive experience in firefighting work of a progressively responsible
nature;
Must have and maintain a
valid PA drivers license;
Required to attend certification
classes and seminars outside of the immediate area, as well as pertinent
board meetings;
Ability to supervise subordinates,
maintain discipline, and cooperate with other officers and employees;
Ability to communicate verbally
and in writing to superiors in the form of presentations, reports;
Assist in preparation of
a master plan for future department operations;
Ability to complete written
reports of fires, medical emergencies, and inspections;
Must complete a minimum
of twenty (20) hours of training per year;
ESSENTIAL FUNCTIONS
Develop and post an annual
training schedule designed to ensure that essential firefighting skills
and techniques are practiced.
Provides source for advanced
firefighter/officer training.
Provides source for training,
both initial and continuing education. Coordinates with Captain, Lt. and
Sergeant.
